ASF rakes up poor education system issue
ITANAGAR, Jan 02: Claiming that various government schools across the state are plagued with poor infrastructure and other facilities, the Arunachal Students Federation (ASF) on Friday raked up the issue with the Education Minister.
In a representation submitted to the minister, ASF urged the government to implement Right to Education (RTE) after modification of the Act saying that the students are not keen to learn as the Act provides compulsory passing system. The federation also sought the minister's intervention to streamline the government schools and colleges in the state. ASF also demanded for establishment of CBSE office at Itanagar saying that students have to incur heavy amount in document related issue. It urged the executing agency to expedite the construction of Government Law College, so that it starts the academic session soon. It also resented the poor infrastructure of Government Women College in Lekhi.

Board (APHPM&PB) Chairman Kipa Niya described the complaint lodged by Councillor
Gangte Togung against him for alleged Govt land encroachment at G-
I was taking peaceful possession of the plot of land which was allotted in favour of my mother by the state Govt, Niya said while citing the High Court judgement which had declared the activities in allotted land not unlawful.
Quoting the High Court judgement, Niya said, "In the complaints, dated 24 November 2010, filed by the DFO, it has been clearly indicated that the allotment was made in favour of the petitioner. Therefore, the land being allotted in favour of the petitioner until the said allotment is cancelled as per law, the entry and the activity, if any, made by the petitioner cannot be said to be unlawful."
Commenting on the writ petition reportedly filed by Togung, Niya said that the petition has been filed on the basis of false information, falsification of documents and photographs and false affidavit. He added that making false representation against him, his family and dragging the name of DC in bad light is provocative, defamatory, contemptuous and liable for criminal defamation, and civil damages.
Niya further clarified that the allegation levelled against the present DC is completely misleading "because present DC did not give me any land allotment. I obtained the land allotment more than 10 years back. All the complaint submitted to Chief Secretary is concocted and the pictures shown in some of the dailies are completely false."

Shooting stone hits army vehicle, six die

ITANAGAR, Jan 02: In a tragic incident, at least six army jawans of 11th Garhwal Regiment of Gajraj Corps were killed and two others injured when their convoy truck was reportedly plunged into deep gorge near Sessa in West Kameng yesterday. Sources from Bhalukpong informed this daily over the telephone that the incident occurred when the convoy was moving from Sessa base camp to Bhalukpong. One of the convoy truck carrying eight jawans was hit by shooting stone, plunged into deep gorge after veered off the road, source added.
The jawans who killed were identified as Rajendra Singh, Sandeep Singh, Arvind Singh, Bather Rajesh, Deep Chand, R. Ram Prasad and injured jawans were identified as Kuldeep Singh and Kundun, both were rushed to Army Hospital at Tezpur (Assam).
When contacted SP West Kameng has confirmed the incident, adding that police was not officially in formed about the incident by the army since no civilian was involved. However, this daily could not able to contact Gajraj Corps for confirmation of this tragic incident.

NEC draft plan outlay approved
SHILLONG, Jan 02: The North Eastern Council (NEC) today approved a draft annual plan
outlay of Rs 1,088.21 crore for the year 2015-
DoNER Minister and NEC chairman Jitendra Singh gave the approval during the 63rd plenary meeting of the council along with the Governors and Chief Ministers or representatives of eight north eastern states who are members of the council.
The proposals are tentative but these will enable the NEC secretariat to carry out its functions during the year till the next plenary is held where the final annual plan will be placed for approval, according to an NEC statement.
Transport and communication, agri and allied sector and power were allocated the maximum proposals accounting to 71.26 per cent of the plan outlay.
Of the Rs 1,088.21 crore, Rs 500 crore is meant for transports and communication and accounts for 45.95 per cent of the total outlay, the statement said.
Rs 150.4 crore and Rs 125 crore has been proposed for agri and allied sectors and power sectors respectively accounting for 13.82 per cent and 11.49 sectors.
Meanwhile, concluding the plenary, the DoNER minister also approved a proposal by Assam Governor P B Acharya on the need to take the plenary on rotation to all state capitals of the north eastern states.
Today's plenary meet at the NEC secretariat here came after a gap of 10 years and this was done keeping in mind the Act East Policy endorsed by Prime Minister Narendra Modi, Singh said. PTI
Tuki advocates effective strategy for sustainable NE development
ITANAGAR, Jan 02: Chief Minister Nabam Tuki emphasized that the essence of Regional Planning would be justified only when the North Eastern Council (NEC) reinvents itself and amplifies its role to address the concerns of the North Eastern Region in a more holistic manner.
While attending the 63rd Plenary Session of the North Eastern Council at Shillong
today, Tuki mentioned that the NEC should devise a road map for sustainable development
of all the North Eastern states keeping in view the common concerns regarding critical
areas like Communications & Connectivity, Resources Management, Employment Generation,
Internal Security among others. He appealed that a proactive role should be played
by the NEC by being sensitive to the collective aspirations of the youth of the region.
While mentioning that mainstreaming the youth of the region would result in an environment
conducive to the long term growth and peace in the region, he called for a comprehensive
framework for Youth Development including creating avenues for employment and capacity
building. While conveying his optimism on the NEC increasing its effectiveness in
the future, he appealed for the enhancement of the Annual Budget for the NEC in the
coming financial year 2014-

A bill may be brought for amending the Criminal Law (Amendment) Act 2014 for safety and security of the people of the Northeast in Delhi and others parts of the country, he said.
"We are examining the proposal and may add two provisions in the Indian Penal Code by amending the Criminal Law (Amendment) Act 2014," he said at a press conference here.
The Bezbaruah committee, in its report, has noted that there was the "most common demand" from people from North Eastern region was to make words like 'Momos', 'Chinkis', Chinese', 'Chichi Chu Chu' or any other derogatory remarks relating to race, culture, identity or physical appearances to be made punishable."
It has recommended a provision in Section 153 of IPC to provide for imprisonment up to five years with a fine to "whoever, by words either spoken or written or by signs or by visible representations or otherwise attempts or promote to attempt on the ground of race or place of origin or such other grounds relating to racial features or to racial behaviour and culture or to racial customs or participates in such activity intending to use criminal force or violence..."
The provision for imprisonment will be there even if any person is "likely to cause fear or alarm or a feeling of insecurity amongst the members of that racial groups". PTI
BS Bassi: Induction of NE youths in Delhi Police to reflect national integrity
New Delhi, Jan 02: Inducting youths from Northeastern states in the Delhi police force will reflect country's national integrity and will make the force better equipped to deal with crime against people from those states in the city, Delhi police commissioner B S Bassi said today.
Replying to a question related to a recent decision to induct 160 youths from Northeast states into Delhi Police, Bassi said that the move will showcase an excellent example of our country's unity in diversity and will make interaction of people from those states living in the National capital more convenient.
The Police Commissioner mentioned that recently during the annual DGsP/IGsP Conference in Guwahati Prime Minister had urged for broad basing police recruitment.
The top cop said that to ensure emergent mid course correction, suitable changes in our relevant standing order have been notified.
"I have written to the DGsP of eight North Eastern states to recommend names of suitable candidates from each of the state on the basis of their any ongoing or forthcoming recruitment process, for appointment of 10 male and 10 female Constable (Exe.) in Delhi Police.
Kiren Rijiju, MOS Home has also very kindly written to the CMs of NE States to help Delhi Police in this regard," Bassi said.
"If these jawans or youths from different states are inducted in Delhi's police force it would make the personnel understand each other better. With the jawans and there family living here and their heterogeneous culture would showcase a unique example of nationalism," he said.
During his visit to Delhi Police Headquarters a couple of days ago, Minister of State Kiren Rijiju had said, "the Delhi Police do not proportionately represent the people of the Northeastern region in its forces. There are incidents in which we feel that Northeast people have to be more visible. Sometimes, justice is not enough to be done, it should be seem to be done".
The minister had also emphasised that initiatives including the Northeast helpline (1093), NE police unit at Nanakpura, Delhi Police Facebook page especially for people from the Northeast to contact the police directly, 22 WhatsApp groups for all sections of Northeast people at Delhi should be continued. Support of people need for proper functioning of the court
Dear Editor,
Through your esteemed daily, I would like to make parallel line of words with some quibble with a writer of the recently published piece in Reader’s Forum column who was much concerned about the separation of the judiciary from the executive. It is true that the Executive Magistrate (as Judicial Magistrate) and the Deputy Commissioner (as District Judge) has made tremendous contribution for maintaining law and order before the separation, nevertheless most of the advocates were not happy with the functioning of the Court on those days (not the right place for the details).
Further with regard to the record time of trial, it is to apprise that no court make stride step without giving ample opportunity to the alleged accused. The facts of the deliberation of judgment passed by the Hon’ble Additional District and Session Judge, Basar, was based on the principle of Section 228 (2) and 229 of Crpc, 1973, Wherein the Judge read and explain to the accused person about the offence charged and thereafter the accused person is asked whether he pleads guilty of the offence charged or claims to be tried. If the accused pleads guilty the Judge shall record the plea and may, in his discretion convict him thereon. In the instant case, the accused person pleaded guilty of the offence of rape. That is the case of the Basar, which you might have misconstrued by the concept of record time of conviction, which certainly gives wrong impression of the Hon’ble Court.
Further the concept of bail is also not clear in your dictionary. From your words
on bails, it appears you might have taken the charge of the Judicial Magistrate or
the District Judge before the separation of the judiciary from the executive. Notwithstanding,
I would like to clear your concept here too, that being, the period of 60/90 days
under section 167 of Crpc, 1973, as the case may be, is the mandatory period where
the Investigation Officer (IO) of the case has to file charge sheet before the concern
magistrate or judge under section 173 of Crpc, 1973, that only on the delay of filing
of the charge sheet or completion of the mandatory period, the bail is granted by
the concern magistrate or judge, which is also known as Order-
It is true that the Court of Magistrates in the state is facing lots of problem. It has been found that most of the magistrates are handling and managing the cases by themselves, by performing their duties as clerk and magistrate. The most notable being the Chief Judicial Magistrate of Yupia, who works until the time when some of us might have dinner. The Judicial Magistrate First Class of Yupia is all alone with no staff at all but recently the staffs of District and Session Judge has come to rescue the JMFC from his work.
Therefore, as an officer of the Court, I assure you, the pending cases before the District and Session Judge or the Additional District and Session Judge or the Court of the Magistrates will be disposed of according to the law of the land and not whimsically or arbitrary. We need the support of the people for proper functioning of the Court in our state and some help from the executive regarding the staffs and proper sanitation. Finally, I would like to conclude that definitely the separation of judiciary will be a boon for the innocent tribal people of this state.

We the APTET qualified SSA Teachers would like to request the concern authorities of Department of Education, Govt of Arunachal Pradesh that the teachers employed in SSA scheme are facing tough time and on the verge of starvation because of non disbursement of salary since last six (6) months.
Even SSA Teachers of every district have got their four (4) months’ salary in December 2014 but we the APTET qualified SSA Teachers have not received it so far after joining the service. Therefore, we earnestly appeal to the concern authorities to release our hard earned salary.
Besides we strongly request our dynamic Education Minister to continue the regularization process of SSA teachers.

This is what I heard while in conversation with a relative. In an era of active feminism when “Gender inequality and Women empowerment” dominate other issues, isn't it surprising?? At a time when the male gender has always been perceived with suspicion and portrayed at the wrong end from eve teasing, molestation ,rape, honor killings to other social subjugation, being a member of the so called the stronger of the species, I exhaled with a sigh of relief. Alas!! You can’t paint all men with the same brush.
From abolition of sati, female infanticide, child marriage to being the champion
of woman education and widow remarriage, contribution of men can’t be given a blind
eye. In the year 2014 the United Nations Women launched a campaign-
Despite Arunachal being seen as a socially progressive, culturally tolerant state
the society has failed to free itself from the tentacles of “Polygamy”. The difference
only being the colour and motive of it has changed. In olden days though it was practised
, was never a part of our popular culture but of few affluent tribal chiefs and rich
, that too out of strategic security reasons and economic perspective, as large female
folk added to the labour force. Today it no more remains a domain monopolized by
men but has metamorphosed into a game played by a class of women called – “Home Breakers”-
Though the state witnessed many women activists the exponential nature of Home Breakers have dampened their spirit and a few even lose their patience, perseverance and waiver from their principle ending up some one`s second or even fourth.
Yet despite all odds women today need to stand firm on their feet. The famous Shah
Bano case {1985} is exemplary how a woman single handed could bring about a difference
for the Muslim women of India. Polygamy impinges upon the fundamental right of women-
Though today, “Woman is the enemy of woman”, male gender can’t escape from the moral
and ethical scrutiny either. The women need to stand up and understand that Darwinian
Theory of “Survival of the fittest” holds true even today. Time is ripe to demand
what is lawfully theirs and fight out if need be. However before winning a war against
the intolerant patriarchal society, more importantly she needs to win an internal
war-
