State Softball team leaves for M’Rashtra

ITANAGAR, Jan 02: A 27-member State soft ball team comprising both boys and girls led by J Ngulom Lendo will be leaving here tomorrow for Maharashtra to participate in the National Soft Ball Championship to be held there at Nagpur from January six to 11.

Christopher Tayeng and Solomon Tanti are the Manager and Coach of the team.

 

Arunachal students meet Maharashtra Guv

MUMBAI, Jan 02: A group of 35 students from various districts of Arunachal Pradesh met Governor of Maharashtra Ch Vidyasagar Rao at the Raj Bhavan here today.

The Governor asked the students to acquire knowledge and contribute to the process of socio-economic and political development of the country.

The visit of the students to Mumbai was organised by the Arunachal Vikas Parishad as part of its efforts to motivate youth and promote patriotic feelings among them, a release said.

The students visited Kanyakumari, Bangalore and Mysore before arriving in Mumbai.  They will proceed to Kolkata and Guwahati, before reaching Itanagar. PTI

 

Committee opposes establishment of Arun Medi City

ITANAGAR, Jan 02: The Rakap Sanglum Village Development Committee in its representation submitted to the Chief Secretary has strongly opposed the establishment of Arun Medi City at Rakap Sanglum Village. The committee stated that land is being used for farming, which was the only source of income for the land owners. It also appealed to the government to identify alternate site for the establishment of Arun Medi City project in the state.

 

AAPSU visits schools in eastern Arunachal

ITANAGAR, Jan 02: The All Arunachal Pradesh Students Union (AAPSU) team led by Assistant Information and Publicity Secretary Challing Yangfo had visited numerous schools in eastern part of Arunachal Pradesh recently. The week-long entourage was conducted with objectives to create awareness among the students on various social and educational issues.

The team visited government higher secondary school Kovin, Jairampur under Changlang district, and Government Higher Secondary School Tezu and Roing respectively. During the interaction with the students, AAPSU team spoke on the importance of quality education and encouraged the students to take active part in co-curricular activities and games and sports. The apex students' team also delineated the impact of drug addiction and urged the students' community to stay away from drugs. The team also interacted with DDSEs and the faculty member and took stock the situation of the schools. Further, AAPSU team assured the students and teaching fraternity to take up their matter with the authority concern in the state Capital.

 

KVK provides polyhouses to farmers

ITANAGAR, Jan 02: The KVK West Siang is extending helping hands to the farmers by providing necessary materials for construction of low cost polyhouses and farming inputs.

A team from the KVK led by A. Kirankumar Singh, in-charge Programme Coordinator recently constructed such polyhouses at two farmers’ fields at New Bam where high value low volume crops will be grown.

The team members encouraged the farmers to keep constant touch with the KVK for technical guidance and support for their successful venture.

 

ASF rakes up poor education system issue

ITANAGAR, Jan 02: Claiming that various government schools across the state are plagued with poor infrastructure and other facilities, the Arunachal Students Federation (ASF) on Friday raked up the issue with the Education Minister.  

In a representation submitted to the minister, ASF urged the government to implement Right to Education (RTE) after modification of the Act saying that the students are not keen to learn as the Act provides compulsory passing system. The federation also sought the minister's intervention to streamline the government schools and colleges in the state. ASF also demanded for establishment of CBSE office at Itanagar saying that students have to incur heavy amount in document related issue. It urged the executing agency to expedite the construction of Government Law College, so that it starts the academic session soon. It also resented the poor infrastructure of Government Women College in Lekhi.

 

'Check selling of expired cold drinks'

ITANAGAR, Jan 02: The Nirjuli Market Welfare Committee (NMWC) has drawn the attention of the Deputy Commissioner Capital Complex over alleged selling of expired cold drinks in the market. In a letter addressed to the DC Capital Complex, NMWC requested the district administration to engage inspectors to check such practice. It also strongly warned the traders involved in selling expired cold drinks and other essential commodities. The committee also requested consumers to be cautious while purchasing the items from any shop.

 

Donyi-Polo day celebrated

ITANAGAR, Jan 02: The Donyi-Polo day was celebrated marking the end of Indigenous Faith month throughout the state on Wednesday last.

The President and Secretary General of the Indigenous Faith and Culture Society of Arunachal Pradesh (IFCSAP) along with its executive members had visited Chimpu Donyi-Polo prayer centre, Gamging Itanagar, Donyi-Polo prayer centre Banderdewa and Kargu-Gamgii at Lekhi village to encourage the members of the Indigenous faith believers. While delivering speech the IFCSAP president narrated the history of faiths and belief system under Donyi-Poloism. President also extended greetings on the eve of New Year and advised the people to spread the message of love, peace and universal brotherhood.

 

‘Allegations false and misleading’

ITANAGAR, Jan 02: Arunachal Pradesh Horticultural Produce Marketing & Processing Board (APHPM&PB) Chairman Kipa Niya described the complaint lodged by Councillor Gangte Togung against him for alleged Govt land encroachment at G-Sector Naharlagun as false and misleading.

I was taking peaceful possession of the plot of land which was allotted in favour of my mother by the state Govt, Niya said while citing the High Court judgement which had declared the activities in allotted land not unlawful.

Quoting the High Court judgement, Niya said, "In the complaints, dated 24 November 2010, filed by the DFO, it has been clearly indicated that the allotment was made in favour of the petitioner. Therefore, the land being allotted in favour of the petitioner until the said allotment is cancelled as per law, the entry and the activity, if any, made by the petitioner cannot be said to be unlawful."

Commenting on the writ petition reportedly filed by Togung, Niya said that the petition has been filed on the basis of false information, falsification of documents and photographs and false affidavit. He added that making false representation against him, his family and dragging the name of DC in bad light is provocative, defamatory, contemptuous and liable for criminal defamation, and civil damages.

Niya further clarified that the allegation levelled against the present DC is completely misleading "because present DC did not give me any land allotment. I obtained the land allotment more than 10 years back. All the complaint submitted to Chief Secretary is concocted and the pictures shown in some of the dailies are completely false."

Shooting stone hits army vehicle, six die

ITANAGAR, Jan 02: In a tragic incident, at least six army jawans of 11th Garhwal Regiment of Gajraj Corps were killed and two others injured when their convoy truck was reportedly plunged into deep gorge near Sessa in West Kameng yesterday. Sources from Bhalukpong informed this daily over the telephone that the incident occurred when the convoy was moving from Sessa base camp to Bhalukpong.  One of the convoy truck carrying eight jawans was hit by shooting stone, plunged into deep gorge after veered off the road, source added.  

The jawans who killed were identified as Rajendra Singh, Sandeep Singh, Arvind Singh, Bather Rajesh, Deep Chand, R. Ram Prasad and injured jawans were identified as Kuldeep Singh and Kundun, both were rushed to Army Hospital at Tezpur (Assam).

When contacted SP West Kameng has confirmed the incident, adding that police was not officially in formed about the incident by the army since no civilian was involved. However, this daily could not able to  contact Gajraj Corps for confirmation of this tragic incident.

 

 

63rd Plenary of North East Council

Governor calls for better road connectivity for rapid development

ITANAGAR, Jan 02: Arunachal Pradesh Governor Lt Gen (Retd) Nirbhay Sharma stressed on Trans-Brahmaputra connectivity and need based locating and shifting of certain administrative headquarters of the Centre to north of River Brahmaputra. He was addressing the 63rd Plenary of North East Council (NEC) at Shillong today.

Highlighting the constraints and bottlenecks of Arunachal Pradesh,

Sharma said lack of connectivity is the biggest hurdle to the development in the region and it is holding up unlocking of the vast economic potential of the region.

He said that the immediate requirement of the state was construction and up-gradation of roads involving 5,000 kms which included the Trans-Arunachal Highway, district connectivity roads, Indo-China Border roads and some other link-roads.

Expressing concern over tardy progress of Trans-Arunachal Highway works, the Governor emphasized on achieving the target by 2015.

"As of now, only 200 km of Trans Arunachal Highway is completed out of the total 1575 km," the Governor informed.

Stating that the railway line connecting the State Capital with the rest of the country is ready to operationalise, Sharma said the Rajdhani Express service should be started soon between Naharlagun and Delhi. He also stressed the need for early completion of Bogibeel Bridge. Once completed, the bridge will not only fill the strategic void in Trans-Brahmaputra movement, but also become a major factor in socio-economic development of this region, the Governor said.

While welcoming the NEC's memorandum of understanding with Alliance Air, the Governor emphasized for use of bigger aircrafts with direct flight scheduled from Lilabari to Delhi and Delhi to Lilabari either via Kolkata or Guwahati.

Highlighting that Arunachal Pradesh has a long international boundary with Bhutan, China and Myanmar and the people of the State have trade relationship with the people across the border since ancient times, the Governor called for  institutionalisation of the trade practices for socio-economic upliftment of local population and State and Country as a whole.

Stating that a Land Customs Station was inaugurated in 1997 Pangsau Pass at Nampong in the eastern part of the State, but it has practically been lying dysfunctional for these years. He said that as it can serve as gateway to other rich South East Asian nations and be a part of Kolkata-Kunming initiative, NEC must take up the issue with the Ministry of External Affairs and find out modalities for providing access to the international neighbours in a regulated manner.  The Governor said that in order to harness the mega hydro-power potential of the State the impasse due to environmental and social issues has to be broken in a balanced manner. He said that projects which are built 'run of the stream' need to be liberally and expeditiously looked into.

Focusing on social sectors, the Governor urged upon the NEC for special focus on quality education, career guidance, entrepreneurship programmes on skill development and job oriented education for the youth of the State. He also called for quality education through investment in teachers' training and evaluation.

The Governor said that the State and District Hospitals need up-gradation with NEC and DoNER's support. He also suggested that NEC help in establishing a medical college, a regional one, in Arunachal Pradesh in the line of Regional Institute of Medical Science, Imphal, which was established and being funded by the NEC.

Strongly advocating Public Private Partnership in social sectors, the Governor said that it is imperative that private sector must be involved in Health and Education sectors in association with Central and State Governments.

Calling for reintroduction of the Northeast Industrial and Investment Promotion Policy 2007, the Governor said that NIIPP has played an important role in the development of the region, however the target could not be realized due to slow pace of the infrastructure development in the region.

The Governor stressed on the need for enhancement of coverage of telecommunication networks like AIR and DD in Arunachal Pradesh.

 

NEC draft plan outlay approved

SHILLONG, Jan 02: The North Eastern Council (NEC) today approved a draft annual plan outlay of Rs 1,088.21 crore for the year 2015-16 to enable the council to carry out its functions till the next plenary is held.

DoNER Minister and NEC chairman Jitendra Singh gave the approval during the 63rd plenary meeting of the council along with the Governors and Chief Ministers or representatives of eight north eastern states who are members of the council.

The proposals are tentative but these will enable the NEC secretariat to carry out its functions during the year till the next plenary is held where the final annual plan will be placed for approval, according to an NEC statement.

Transport and communication, agri and allied sector and power were allocated the maximum proposals accounting to 71.26 per cent of the plan outlay.

Of the Rs 1,088.21 crore, Rs 500 crore is meant for transports and communication and accounts for 45.95 per cent of the total outlay, the statement said.

Rs 150.4 crore and Rs 125 crore has been proposed for agri and allied sectors and power sectors respectively accounting for 13.82 per cent and 11.49 sectors.

Meanwhile, concluding the plenary, the DoNER minister also approved a proposal by Assam Governor P B Acharya on the need to take the plenary on rotation to all state capitals of the north eastern states.

Today's plenary meet at the NEC secretariat here came after a gap of 10 years and this was done keeping in mind the Act East Policy endorsed by Prime Minister Narendra Modi, Singh said. PTI

 

 

Tuki advocates effective strategy for sustainable NE development

ITANAGAR, Jan 02: Chief Minister Nabam Tuki emphasized that the essence of Regional Planning would be justified only when the North Eastern Council (NEC) reinvents itself and amplifies its role to address the concerns of the North Eastern Region in a more holistic manner.

While attending the 63rd Plenary Session of the North Eastern Council at Shillong today, Tuki mentioned that the NEC should devise a road map for sustainable development of all the North Eastern states keeping in view the common concerns regarding critical areas like Communications & Connectivity, Resources Management, Employment Generation, Internal Security among others. He appealed that a proactive role should be played by the NEC by being sensitive to the collective aspirations of the youth of the region. While mentioning that mainstreaming the youth of the region would result in an environment conducive to the long term growth and peace in the region, he called for a comprehensive framework for Youth Development including creating avenues for employment and capacity building. While conveying his optimism on the NEC increasing its effectiveness in the future, he appealed for the enhancement of the Annual Budget for the NEC in the coming financial year 2014-15.

Tuki highlighted several issues related to the State including the status of the Inter State Roads that Arunachal Pradesh shares primarily with Assam and to a small extent with Nagaland. He appealed for funds from both NEC and Ministry of DoNER for the maintenance and upgradation of Inter State Roads many of which are in deplorable conditions due to non-maintenance. He emphasized that one of the primary objective of NEC is to improve Inter State communications and it is in this context that the new provisions for the upkeep of the roads should be introduced especially to cater to link major habitations in the foothill areas. He said that this would increase the scope of economic activity at a time when the State Government is considering developing an Industrial Corridor to boost industrial growth in the State. He also sought a proper plan and allocation from the NEC for improving the Telecommunications Network in the State, especially in the Border Areas. He mentioned the problems being faced by the various Border Guarding Forces and District Administration in these areas due to the poor state of telecommunications.

"The very critical mandate of security and 'law and order' related issues which we have gradually allowed to be weaned away from the council needs to be restored. We can start with inter-State boundary problems amongst member States and gradually expand the ambit. Security related issues should also be raised during the plenary meetings and issues common to the entire region should be highlighted at the national level through the NEC Secretariat" the CM further added. The Chief Minister highlighted several other issues like the Look East Policy, Compensation through domestic funding for foregoing ADB/World Bank funds, among a host of others.

The NEC Plenary meeting was chaired by Union Minister of DoNER and Chairman NEC, Dr. Jitender Singh, including Governors and Chief Ministers of six North Eastern States. The CM was accompanied by Home Minister Tanga Byaling, Chief Secretary Ramesh Negi and Secretary Planning Sonam Chombay.

Later on the day, the Chief Minister with his officials visited the Arunachal Bhawan at Shillong and inspected its premises. He was apprised about different issues by the DRC Shillong Onam Lego.

 

 

‘Donyi-Polo Day’ celebrated in East Siang

RUKSIN, Jan 02: The members of Donyi-Polo Yelam Kebang (DPYK) have celebrated 'Donyi-Polo Day' at their respecting Gangging with religious fervour on Wednesday last. Hundreds of devotees including the young school children wearing traditional dress gathered at Pasighat Central Gangging, Siying Gangging at GTC, Namrung Gangging (Solung Ground) during morning hours and celebrated the day with enthusiasm.

The day-long celebration at GTC Gangging started with hoisting of Donyi-polo flag and Taku Tabat (ceremonial opening), which was followed by invocation prayer, meeting and cultural programme.

Addressing the gathering on the occasion, Pasighat-East MLA Kaling Moyong said the traditional knowledge of the indigenous tribes is based on experiences passed on from generation to generation. He urged the people to preserve their own religious ethos rather than creating a conflict with other religious groups. Moyong exhorted the youths to avoid alcohol and narcotics substances and imbibe moral lessons to build up their career. He also requested the religious leaders to instill a sense of responsibility towards the society.

Another speaker, advocate Toning Pertin said the concept of Donyi-Poloism is concerned with the ancient practices of the tribal communities. He said that the constitution of India enshrine right to every community for protection of their own tradition. He also recalled the contributions of Golgi Bote Talom Rukbo, who had developed the practices of Donyi-Polo religion among the tribal groups.

Discussing on 'Role of Women in the society', Yane Dai, an Anchal Samity Member (ASM) emphasized on active role of the mothers for social transformation. Terming the mother as "home teacher' for the children, she urged them to guide their children properly.

Chief adviser of DPYK (GTC) Jaru Dai in his address explained the significance of Donyi-Poloism and its relation with preservation of traditional faith and culture, while Secretary Dana Moyong underlined the importance of such celebration for better exchange of feeling and moral building of the budding youths.

East Arunachal MP, Ninong Ering, who visited Siying Gangging during the celebration appealed the people to maintain unity and brotherhood among different groups irrespective of caste, creed and religion.

Attending the celebration at Namrung Gangging, Chief Councillor of Pasighat Municipal Council, Denong Tamuk said the traditional knowledge of the indigenous tribes is associated with the passage of time and generation. He also urged the people to preserve their own religion.

Donyi-Polo Day was also celebrated in different villages in East Siang district. Pasighat West MLA, Tatung Jamoh, who visited different Ganggings of Ruksin area, called upon the Donyi Polo believers to peacefully maintain the age-old traditional beliefs. Folk songs and dances, extempore speech on religious issues among the youths were organized by the committees to mark the day-long celebration.

 

 

East Siang facing drought-like situation

RUKSIN, Jan 02: Even thought the South-West monsoon was remaining active in the region till late September last year, parts of East Siang district including foothills and plains of Pasighat, Ruksin and Sille-Oyan circles are facing drought-like situation, reportedly.

Except few pockets of East Siang, larger portions of the district like Ledum, Bilat, Remi-Miglung, Nari, Koyu, Seren, Ruksin, Sille-Oyan and Mebo circles are hit by drought-like situation, wherein vegetable and oil seed cultivation are affected. Many trees, grasses and bamboo grooves are seen drying in these sites.

Scanty moisture this winter has become a bane for the rural farmers, who are rearing domesticated cattle. The growth of the herbs in grass grazing lands is scarce and consequently the cattle are facing scarcity of grasses. Moreover, the rivers and hilly streams have dried up, and created drinking water problem for the animals.

The drought-like situation severely affects the rubber and tea cultivation in the area. Shortage of rainfall during last part of tapping season caused low production of rubber latex in Ruksin and Nari and Seren areas, while growing of plants and sapling are hit-hard. In a similar manner, growth of tea leaves in the region is found idle due lack of rainwater in the region.

The situation earlier surfaced in the region in early part of 2009 and then last year, when more than 11,000 hectares cultivated land affected. The rain-fed irrigation channels leading to paddy cultivation sites were dried up due to insufficient rainfall.

The Gagur Nalla at Niglok in Ruksin, the only source of natural irrigation for the farmers of Niglok and Ngorlung villages dried up earlier than ending of monsoon and affected on rice production. According to local farmers, they moved the district agriculture department for alternative water supply measure, but no action was initiated by the department.

 

 

Derogatory remarks against NE people may invite jail for 5 years

NEW DELHI, Jan 02:  Calling anyone 'Chinki', 'Chinese' or making any other derogatory remark relating to race, culture or physical appearance will land you in jail for up to five years, according to a proposal which the Home Ministry is considering.

Home Minister Rajnath Singh on Friday said his ministry is  considering the proposal made by a high-level committee that looked into the attacks on people from North East in Delhi and some other parts of the country.

A bill may be brought for amending the Criminal Law (Amendment) Act 2014 for safety and security of the people of the Northeast in Delhi and others parts of the country, he said.

"We are examining the proposal and may add two provisions in the Indian Penal Code by amending the Criminal Law (Amendment) Act 2014," he said at a press conference here.

The Bezbaruah committee, in its report, has noted that there was the "most common demand" from people from North Eastern region was to make words like 'Momos', 'Chinkis', Chinese', 'Chichi Chu Chu' or any other derogatory remarks relating to race, culture, identity or physical appearances to be made punishable."

It has recommended a provision in Section 153 of IPC to provide for imprisonment up to five years with a fine to "whoever, by words either spoken or written or by signs or by visible representations or otherwise attempts or promote to attempt on the ground of race or place of origin or such other grounds relating to racial features or to racial behaviour and culture or to racial customs or participates in such activity intending to use criminal force or violence..."

The provision for imprisonment will be there even if any person is "likely to cause fear or alarm or a feeling of insecurity amongst the members of that racial groups". PTI

 

 

BS Bassi: Induction of NE youths in Delhi Police to reflect national integrity

New Delhi, Jan 02: Inducting youths from Northeastern states in the Delhi police force will reflect country's national integrity and will make the force better equipped to deal with crime against people from those states in the city, Delhi police commissioner B S Bassi said today.

Replying to a question related to a recent decision to induct 160 youths from Northeast states into Delhi Police, Bassi said that the move will showcase an excellent example of our country's unity in diversity and will make interaction of people from those states living in the National capital more convenient.

The Police Commissioner mentioned that recently during the annual DGsP/IGsP Conference in Guwahati Prime Minister had urged for broad basing police recruitment.

The top cop said that to ensure emergent mid course correction, suitable changes in our relevant standing order have been notified.

"I have written to the DGsP of eight North Eastern states to recommend names of suitable candidates from each of the state on the basis of their any ongoing or forthcoming recruitment process, for appointment of 10 male and 10 female Constable (Exe.) in Delhi Police.

Kiren Rijiju, MOS Home has also very kindly written to the CMs of NE States to help Delhi Police in this regard," Bassi said.

"If these jawans or youths from different states are inducted in Delhi's police force it would make the personnel understand each other better. With the jawans and there family living here and their heterogeneous culture would showcase a unique example of nationalism," he said.

During his visit to Delhi Police Headquarters a couple of days ago, Minister of State Kiren Rijiju had said, "the Delhi Police do not proportionately represent the people of the Northeastern region in its forces. There are incidents in which we feel that Northeast people have to be more visible. Sometimes, justice is not enough to be done, it should be seem to be done".

The minister had also emphasised that initiatives including the Northeast helpline (1093), NE police unit at Nanakpura, Delhi Police Facebook page especially for people from the Northeast to contact the police directly, 22 WhatsApp groups for all sections of Northeast people at Delhi should be continued. Pakistan should stop supporting anti-India terror groups

While the entire world is busy welcoming New Year, neighbouring country Pakistan is embarking altogether different path. Pakistani forces continued ceasefire violation and made life difficult for the citizens living along the international boundary in Jammu region. Security expert believes that Pakistani forces are doing this to the facilitate entry of militants into the state of Jammu and Kashmir.  It seems they have not learned anything from recent Peshawar carnage and continous to support those terrorist groups who intend to hurt India.

Adding to the ceasefire violation, in what could have been another attempt to unleash havoc on Indian shores like the 26/11 terror strikes, the Indian Coast Guard intercepted a suspicious Pakistani fishing boat, laden with explosives, in the Arabian Sea in the early hours of January 1.

The four people on board apparently blew themselves up after being chased by the Coast Guard for over an hour and warning shots being fired during the incident. Defence ministry sources on Friday said the Pakistani fishing boat, on way from Keti Bunder near Karachi, was intercepted by the Coast Guard approximately 365 km from Porbander. Pakistan should stop distinguishing between good and bad terrorists. They should stop supporting anti-India terror groups operating from their land. Unless they show sincerity in fighting against terror, whatever sympathy they received due to Peshawar incident will also be soon forgotten.

Support of people need for proper functioning of the court

Dear Editor,

Through your esteemed daily, I would like to make parallel line of words with some quibble with a writer of the recently published piece in Reader’s Forum column who was much concerned about the separation of the judiciary from the executive. It is true that the Executive Magistrate (as Judicial Magistrate) and the Deputy Commissioner (as District Judge) has made tremendous contribution for maintaining law and order before the separation, nevertheless most of the advocates were not happy with the functioning of the Court on those days (not the right place for the details).

Further with regard to the record time of trial, it is to apprise that no court make stride step without giving ample opportunity to the alleged accused. The facts of the deliberation of judgment passed by the Hon’ble Additional District and Session Judge, Basar, was based on the principle of Section 228 (2) and 229 of Crpc, 1973, Wherein the Judge read and explain to the accused person about the offence charged and thereafter the accused person is asked whether he pleads guilty of the offence charged or claims to be tried. If the accused pleads guilty the Judge shall record the plea and may, in his discretion convict him thereon. In the instant case, the accused person pleaded guilty of the offence of rape. That is the case of the Basar, which you might have misconstrued by the concept of record time of conviction, which certainly gives wrong impression of the Hon’ble Court.

Further the concept of bail is also not clear in your dictionary. From your words on bails, it appears you might have taken the charge of the Judicial Magistrate or the District Judge before the separation of the judiciary from the executive. Notwithstanding, I would like to clear your concept here too, that being, the period of 60/90 days under section 167 of Crpc, 1973, as the case may be, is the mandatory period where the Investigation Officer (IO) of the case has to file charge sheet before the concern magistrate or judge under section 173 of Crpc, 1973, that only on the delay of filing of the charge sheet or completion of the mandatory period, the bail is granted by the concern magistrate or judge, which is also known as Order-on-Default. The slight change of facts is that after the filing of the charge sheet within the mandatory period by the IO of the case, thereupon, the discretion of the magistrate or the judge in granting the bail accrues, thereof the accused person is restrained from claiming bail under section 167 of Crpc, 1973.

It is true that the Court of Magistrates in the state is facing lots of problem. It has been found that most of the magistrates are handling and managing the cases by themselves, by performing their duties as clerk and magistrate. The most notable being the Chief Judicial Magistrate of Yupia, who works until the time when some of us might have dinner. The Judicial Magistrate First Class of Yupia is all alone with no staff at all but recently the staffs of District and Session Judge has come to rescue the JMFC from his work.

Therefore, as an officer of the Court, I assure you, the pending cases before the District and Session Judge or the Additional District and Session Judge or the Court of the Magistrates will be disposed of according to the law of the land and not whimsically or arbitrary. We need the support of the people for proper functioning of the Court in our state and some help from the executive regarding the staffs and proper sanitation. Finally, I would like to conclude that definitely the separation of judiciary will be a boon for the innocent tribal people of this state.

Release our 6 (six) month’s salary

Dear Editor,

We the APTET qualified SSA Teachers would like to request the concern authorities of Department of Education, Govt of Arunachal Pradesh that the teachers employed in SSA scheme are facing tough time and on the verge of starvation because of non disbursement of salary since last six (6) months.

Even SSA Teachers of every district have got their four (4) months’ salary in December 2014 but we the APTET qualified SSA Teachers have not received it so far  after joining the service.  Therefore, we earnestly appeal to the concern authorities to release our hard earned salary.

Besides we strongly request our dynamic Education Minister to continue the regularization process of SSA teachers.

“Home Breakers” reducing men to a pricy “Trophy Catch”

Dear Editor,

“Being a woman is terribly a difficult task, Since it consists of dealing not with men but women” - A woman.

This is what I heard while in conversation with a relative. In an era of active feminism when “Gender inequality and Women empowerment” dominate other issues, isn't it surprising?? At a time when the male gender has always been perceived with suspicion and portrayed at the wrong end from eve teasing, molestation ,rape, honor killings to other social subjugation, being a member of the so called the stronger of the species, I exhaled with a sigh of relief. Alas!! You can’t paint all men with the same brush.

From abolition of sati, female infanticide, child marriage to being the champion of woman education and widow remarriage, contribution of men can’t be given a blind eye. In the year 2014 the United Nations Women launched a campaign- “HeForShe”- aiming to sensitize and generate awareness about gender equality, hiring lakhs of young and enthusiastic men. It’s a tectonic shift, shows that women now repose more faith in men than women. Cheer up guys!! We have added a kitty more to our social capital. However, what has made the life of some of these women a terrible one? What has reduced their life to just a mere existence, dying a painful death every second of their lives??

Despite Arunachal being seen as a socially progressive, culturally tolerant state the society has failed to free itself from the tentacles of “Polygamy”. The difference only being the colour and motive of it has changed. In olden days though it was practised , was never a part of our popular culture but of few affluent tribal chiefs and rich , that too out of strategic security reasons and economic perspective, as large female folk added to the labour force. Today it no more remains a domain monopolized by men but has metamorphosed into a game played by a class of women called – “Home Breakers”- reducing men to a pricy “Trophy Catch”, ruining many a happy families. Home Breakers refer to a class of women who have an abnormal penchant for having sexual affairs with a married man. American Society of psychology observes that it could be driven out of an urge for sexual adventurism, a general belief that a married man is more experienced at bed. Some, out of belief that food on someone else plate looks good and tastier. Yet some to mould their careers as it ensures all emotional and material needs. To the envy of Gen- Y, some even crave for affluent politicians, professionals and bureaucrats as old as 60s and 70s; only the poor chap knows how he has to reinforce longevity to the magical- heavenly moment with plops of Viagra.

Though the state witnessed many women activists the exponential nature of Home Breakers have dampened their spirit and a few even lose their patience, perseverance and waiver from their principle ending up some one`s second or even fourth.

Yet despite all odds women today need to stand firm on their feet. The famous Shah Bano case {1985} is exemplary how a woman single handed could bring about a difference for the Muslim women of India. Polygamy impinges upon the fundamental right of women- “Right to live with dignity”-which emanates from Article 21 of the constitution which says “no person shall be deprived of his life or personal liberty except according to procedure established by law”. It is against the spirit of Art 44 in the DPSP striving for a uniform civil code. If Goa can have uniform civil code why can’t Arunachal?

Though today, “Woman is the enemy of woman”, male gender can’t escape from the moral and ethical scrutiny either. The women need to stand up and understand that Darwinian Theory of “Survival of the fittest” holds true even today. Time is ripe to demand what is lawfully theirs and fight out if need be. However before winning a war against the intolerant patriarchal society, more importantly she needs to win an internal war-“women against women”- that is the bitter truth today.

For me, I am one among the so called the stronger of the species, a vertebrate with a four chambered heart, ample spaces to accommodate perhaps two or three but a part of me drags me to join Irish Toast in his prayers for the women-“May your sufferings and troubles be as few and as far apart as my grandmas teeth”.

Sincere wish for 2015

Dear Editor,

The vested interests and rabid fanatics, who are in a mission of, creating mayhem in secular multi-religious democratic heterogeneous India  boasting of "Good Days" and in almost all parts of the globe and imposing  their crude "values" on all in the name of God and religion; should  urgently arrive at the realization that more they practice hatred and  violence, more the Almighty goes away from them.

Let us rise above all narrow boundaries of race, religion, language,  caste, colour, nationality, politics and all other divisive elements and  identify ourselves as Children of God only. Let the ultimate truth of humanity triumph over all narrow identities which are nothing but mere accident of birth or destiny.  This remains my sincere wish for 2015.
